I can't believe how stupid people are. He's not charging Mexico and Mexicans directly. He's using tariffs and tolls, as well as dramatically reducing welfare for illegals/deporting them to pay for it. All of this is bad for Mexico, hence, "Mexico will pay for it." He's not literally sending the bill to Mexico.
