Because Frollo is actually a deep villain. His rationalization that it's ok to lust after Maria because the devil is stronger than him and that if God didn't want him to God would stop him is interesting.

Rasputin was really incompetent in that film. All his power and all he managed to achieve were events that could have been coincidence or bad-luck and they managed to avoid it all.
At the very end he had a direct battle with all his power against a normal young couple who up to that point didn't even know he was trying to kill them and got his ass kicked, spectacularly.

Actually he doesn't rationalize that it's okay to lust after her at all. This is his line of thought:

>he cannot admit to himself that he is in the wrong, because he is supposedly a "righteous man"
>thus she is a harlot, the devil is using her to make him sin, and thus she is in league with the devil against him, a holy and righteous man

He sees her not as a person, but as a thing that is tempting him to sin. A true psychopath. And all this shit is really dark and disgusting for a Disney movie. Went right over my head as a child.

I love how he ultimately realizes he is lost, but just doesn't care and gives in. It's a great character study condensed in a single villain song probably more than any other Disney villain because it's entirely about the exploration of Frollo's character.
