Really, it depends what reources I have available.
My first instinct would be to legalise and farm cannabis, protect eildlife, and encourage the creation of tourist B&Bs and game lodges, in order to court western tourism. Then use the funds to support education and infrastructure (Particularly water, sewage, and wireless internet). Start campaigns against superstition, witchcraft, and other african bullshit.
Keep a small but professional, well trained army, and do what I can to keep them loyal to me. Attempt to stamp out bribery, with army as insurance against police rebellion.
