Well he hates Bart and killing himself would take him out of the living hell that is living in the same world where Bart exist. But then he has to deal with hell but, cross that bridge when he gets to it.

He actually did move, once. Went to Italy, became mayor of a small town, found love and had a family. Then the Simpsons showed up by coincidence, and Lisa ruined it. He was expecting Bart to, so he wasn't on guard for Lisa revealing his past to the townsfolk.

And it makes even lesser sense that he becomes friendswith her after the fact that she destroyed his life in Italy in that god awful episode "The man who grew to much."

Bob can't take the consequences of his choices. That's it. He framed Krusty, not Bart. Bart has foiled him time and again, with and without Lisa's help, but that doesn't make them responsible for Bob's bad choices. He didn't have to be a Sideshow, he could have taken a chance and actually tried an independent show. He could have been a stage actor for fuck's sake. Blaming Bart is a cop-out plain and simple, Bob is a criminal with an ill informed grudge bordering on psychotic obsession.

I hope when Bob comes back he just drops his evil plans and porbably settle down. Preferbaly back with his wife back in italy or at least just be a pety crimenal for a while.

Cecil wanted to blow up the Springfield Dam to hide his embezzling, and pin it on Bob. But Bart and Lisa didn't trust Bob when he said he was going straight, so they uncovered the embezzling and as Bob was explaining the he didn't do it Cecil outed himself. After which Bob and Bart save Springfield heroically.
The epilogue was that Bob got jailed with Cecil because Wiggum is incompetent.
