Homeless people in the US choose to be homeless. If you stay off drugs you can get free food, a free place to live and decent job prospects. Don't ever give them money.

Homeless people (with few exception) are drug addicts that have burnt bridges with anyone who cares about them and have refused to accept rehabilitation in spite of being offered it at every turn of their lives. These people would exist in any society.

No, it's a laziness/drug/mental problem. The majority of these people simply actively avoid federal or state assistance because they are substance abusers, and we live in a free society that will typically not arrest them and force them to get clean and functional if it is not their wish to do so.
