Japan has seen itself as better than China and Russia for ages. In truth, it still is. The Chinese economy is propped up in the same way the USSR inflated theirs. In the short run it looks like an economic miracle, but in the long term, it's going to come crashing down. Since China has tight control of it's media and everything else in society, "inconvenient" news is censored. Whatever the current decline in the Chinese economy is, you can bet the CCP is hiding numbers many times worse.

As someone that's spent a few years in Tokyo, from my experience the nation just has an excellent, infrastructure. The "High Tech" vision is actually a meme. Compared to America, it just looks that way because they actually take care of their cities, don't litter, efficiently upgrade public facilities and transportation networks etc etc. A lot of tech is actually behind the U.S. where it matters though. For example way too many fucking stores don't take credit cards in Japan. Almost fucking everything is paid for in hard cash.
America could be seen as a "High Tech Nation" with robots and shit too if someone actually started to give a fuck around here. Instead we have fucking pot holes in a streets so deep your car bumper gets torn off if you drive over them, litter and graffiti everywhere that's not the country or deep suburbs, garbage public facilities, dangerous parks and public transportation that hasn't been upgraded in decades, people being shot in public left and right etc etc.
Mark my words, Japanese citizens will be complaining about how foreigners are fucking up their city immediately when the 2020 olympics start. Japanese people don't litter in their OWN country, but westerners and tourists will take it upon themselves to "Westernize" the formerly clean streets of Tokyo. Fucking animals.

People marvel at Japan for being "Sooo advanced!" and "Miraculously clean!" In reality that's what any country would look like if they had their shit together. Japan just has it's shit together in terms of infrastructure.

Basically: geography.
By breaking the alliance with the United States and forming a strategic, trade and military alliance with China, Japan gets the power to repel article 9 since it no longer cares about what the United States gets to say and instead be China's strong brother. A growth in the Japanese military would inevitably be benifiting to its alliance with China as well as Japan's own growth as a global power. This is impossible without China being a close ally of Japan, because Japanese militarization would make China nervous, and thus eventually lead to tensions which would lead to war.
Also, Chinese raw materials are of more benefit to Japan. China has a huge industrial capacity as well as natural resources, while Japan has very high end technology, companies and very intelligent people. If you combine those two capacities, both countries can perform trade and grow together.
Finally, just imagine if a war broke out between China and the United States. There are two possible scenarios: Japan would be allied to the USA, which is at is is now, or it would be allied to China, which is as I believe it should be. If China wars Japan, its only a few kilometers of coast to coast and the damage inflicted would be great (potentially involving nukes by part of China). Meanwhile the USA is thousands of kilometers away and it would be far, far harder for Americans to reach Japan again specially since they now have the PLN on their side. USA is also less likely to use nukes against Japan again.
