The source of this "they're comin for tha guns!" hoopla seems to originate with the NRA-ILA article. I suspect the author didn't do enough research or had an intentional misunderstanding so as to use fear mongering to drum up support for a certain pro gun presidential candidate.

they could consider drilling for a scope mount to be manufacturing under this law. most people arent going to do this in their garage and have it done causing any little ol adjustment to a firearm to require the fees to be paid.
