You know why american college campuses have huge problems with drunk students? Because none of them can handle alcohol and they have an extremely childish attitude toward it. In countries where the drinking age is sensibly low, we get our stupid hard drinking party days out of our systems in high school so that by the time we get to uni, we're functioning adults who can hold our liquor.

Colleges, especially ones like Stanford, basically serve as a hedge fund for billionaire donors. They want to protect their investment.

College rules are guided first and foremost by minimizing risk and liability of the university.

These rules exist so that when a student gets too fucked up and dies, the university can blame it on someone not them by saying "hey, we have rules against this".

This is why when you read college rules, they sound like they're coming out of a fairy land that completely ignores reality. Because they do. There's tons of studies and shit that show alcohol bans like this just lead to increased consumption and binge drinking. "Hey dude there's no liquor at the party so lets take 8 shots before we go".

Meanwhile, the free market is providing alternatives. Like this stuff called "Beatbox". It's a premade wine mix drink that tastes like candy. College kids drink this like it's nothing and get absolutely retarded on it. It has become the go to drink for large parties at my school because it's cheap, gets people hammered, and isn't covered by hard liquor bans.

Anyway, Stanford doesn't believe for a second that this will change student drinking habits, it's just for them to cover their own asses.
