In the U.S, in the event of a major catastrophe or war, you better believe that New York and Seattle among others will close themselves off and become an independent functional governing body in the form of a city-state. They are massive enough to be able to do that.

It's already the case. The drastic schism between major cities and regions in every country.
Ethicities, values, cost of living, lifestyle... everything is different.
Not just that, but the cities also have a drastically over-inflated self worth. They think that governments should pander exclusively to them, or even proportionately.
They mistakenly believe that regions cannot exist without the cities, while the opposite is what is true.
Governments really need to start taking steps to de-urbanize.

The problem with city-states is that they're dependent on other countries anyway. They need land to feed themselves and space to grow. If the surrounding countries of a city-state are hostile, then it doesn't take make much to wipe them out. City-states exist in security if they have a nation-state to protect them. Any city-state that uses the land beyond the urbanized area for farming or other resources becomes a small country. And that country might as well expand to use the land/resources beyond. They'll keep expanding until they come across people who don't want them there, then they establish a border or go to war.
City states in isolation don't work.

There's still tons of them but they are "encapsulated" by a larger nation for defense, immigration, and various other reasons.
Places like hong kong and monaco are probably the most well known. They are still city-states though, but in a modern world a "defence pact" like in civ5-style is more in the style of giving up a large portion of their sovereignty in exchange rather than a simple trade deal. But places like Monaco are still economically independent and are tax havens of course.

When or if technology exceeds the power of electricity, or if automation becomes the norm, city states would make way more sense for ease of access.
