Basically, China is using end around customers to sink global steel prices, so the US is effectively trying to weed out the rats who are allowing them to screw with the global market. That’s why a blanket tariff is needed.

1. Because the korean peninsula is an extremely important geostrategic position and losing a foothold on it would be a blow to the american operations in the far east and in containing china.
2. It would be a break in US military policy that would have as big of an impact as abandoning vietnam. Being consistent with your military policies is one of the burdens of being a global superpower and when you start flipfloping on huge issues your credibility crumbles, making life all that much harder. US disengagement would for all intents and purposes be north korea winning and the US abandoning an allied country, again.
3. North korea should not be in any kind of position to start issuing demands, simply considering their position. I'm chalking this down as a loss for the US already since a north koreans are the ones calling the shots, like having a meeting and the location of the meeting.
