Trump still wants to do mass deportations. He'd also collect unpaid back-taxes (taxes illegals have avoided paying by being undocumented) which is "harsher" than any candidate including Rafael Cruz. Might be needed for funding the wall or increasing deportation ability.
The reason he's saying "follow the current laws" is to ensure it actually gets done (no need to wait for a new law).
If fiscal responsibility is important to you, deportations are expensive thanks to bill of rights, at least for those illegal aliens that actually contribute economically.
Securing the border and ending birthright citizenship (anchor-babies) would be amazing.

It isn't so much the candidates that play the phrase as it is the advisors and followers.
If you read cuckservative websites like the Blaze or Redstate, they used arguments like "Democrats are the real racists", "Democrats founded the KKK", and "Robert Byrd was in the KKK" all the time.
But if you look at black voting patterns, blacks were voting Democrat long before the sixties. In fact, they started voting Democrat when FDR was President, as they approved of the New Deal.
Hell, even Harry Truman, a KKK sympathizer, won 77% of the black vote in 1948. And the desegregationist Republican Eisenhower only won 39% in 1956. Truman was probably one of those "real racists", while Eisenhower was egalitarian, yet blacks didn't appear to care at the polls.
I hate to say it, but black people tend to support social welfare programs, so you are going to have to bend a little on welfare (or at least act like you will). Don't go making Romney 47% comments. Promote welfare as a last resort in times of need, not a lifestyle. Talk about how life can be so much better than welfare if good jobs come back. Appeal to the bling, black men love that.
Instead of appealing to old time Democratic politicians who were racist, appeal to the modern Democratic policies that have failed. Like Trump did, point out Democratic failure in the big cities. Make it relevant to the present day.
Talking about how Robert Byrd, George Wallace, and Lester Maddox were racist Democrats is just a waste of breath, blacks won't respond to that.

I think 40% is a bit of a stretch, but 15% is possible (maybe 20% at best), and that's probably all he will need.
For this to happen, we would need black men over the age of 34 to turn out at higher rates, as they are Trump's biggest base of black support. Black women are still fairly loyal to Hillary.
To be honest, I'm a bit more concerned about white women, who are a bit more iffy about Trump. White women make up a much larger portion of the electorate than black men, and they were big supporters of Romney. Maybe Kellyanne Conway can help with this, I'm assuming that's why he hired her, since she is pretty good with knowing the public opinion.

This is a good point, and I think part of the reason Trump gave the speech to blacks a week ago was to appeal to those suburban white women to make himself seem less scary.
We have to remember that women act more on emotions than men, so they will naturally be a bit more liberal, though white women are more conservative than non-white men. They are a lot more susceptible to the media.
Based on the 2012 election, we know the majority of white women have conservative leanings, but many of them still find Trump to be a bit scary. I think if he continues focusing on Hillary's faults, and focusing on his strengths, I think he can appear more respectable to white women and win them back.
I have to say - the Bannon and Conway hires were genius. Steve Bannon is a great adviser and the dude has a long history in media. Breitbart is probably the most mainstream voice the true right has ever been given.
