I don't see anybody saying that wolfs can be as good as a german sheppard when it comes to training and usage in armies and police.
Eugenics works ... even in humans , take the germanic people who's promoted such ideas since the time of the germatic tribes. Their culture asked their people to work togheter , fight togheter , build togheter. Thats why the germans are one of the most productive and efficinet people on the planet.
Take the Japanese , same story , a cutlure that pushed their people to be discplinted and know respect.
And then comes some North African who states "When i feel the need to rape , i rape..." and you except him to behave the same way as a german or japanese?
