I thinks it's more that GTAV went for a more light hearted absurd parody feel and GTA4 went for a 'gritty' brutal crime family feel

San Andreas is based in California which is libtard central whereas Liberty City is based on New York which is arguably not as libtarded as Cali

It had nothing to do with "PC" but more the fact I have grown out of gaming by the time it was released
I understand that you Sup Forumsacks don't actually play video games, but there's a very obvious reason that 4 was so different than 5. 4 didn't receive the critical aclaim of San Andreas, which was a bit more ballanced in delivering silly shit along side serious moments. Four was nitty greety muh realism and while it was interesting to play it just wasn't that interesting, it's not why people play GTA, hence them going back to a more loose and "out there" plot and gameplay in 5.
