Yes, because that's the kind of inexplicable weird shit that happens all the time in comic books. But some poor school kid building something that all the billionaires and super-geniuses failed to build raises questions the story can't answer. If Peter can build mechanical web shooters with minimal resources then why can't everybody build them? Every police force in the world would want them. Even if they just make the glue, it's a game-changing super-material. The glue expands dramatically on contact with air yet remains strong. It has huge industrial potential. Spider glue is at least as important as epoxy or cyanoacrylate glues, and somehow we're supposed to believe nobody cares? Biological web-shooters make much more sense from a story point of view. We can even say it was a freak reaction that only works with Peter's DNA, so there's no possibility to mass produce it. You can't have a traditional comic books setting with mass-produced superpowers.
