There were already scandinavians before the germanic migrations but they spoke finno-ugric languages, most likely theory is that danish sailors were both the ones to bring germanic languages into scandinavia as well as bringing it back to mainland europe

But yeah to answer OP's pic proto germanic developed in scandinavia, while it was probably the danes who brought the indo european root there, after that it got out of scandinavia into mainland europe where it replaced the italo-celtic languages, and then divided into north germanic, west germanic and east germanic (RIP)
