A nation's native birth rate will rise and fall cyclically in a vacuum. In the long term, the population will rise, barring catastrophic events (plague, invading barbarians, etc.). But neoliberal economics relies on unending economic growth. And the politicians who want to keep their jobs must kowtow to those who exercise the most control over the economy. When the economy is growing and doing well, the politicians will not lose their jobs. So the politicians vote for less restrictions on immigration. The wealthy industry leaders are happy because they become richer, the politicians are happy because the economy appears to grow and they should not lose their jobs.
An influx of migrants means a higher population immediately - more consumers, more spenders in the market.
Now, this is purely economical. If we were all mindless drones and race didn't exist, cultural differences didn't exist, crime didn't exist, the potential for civil war didn't exist, then neoliberal economic policies are fine and dandy and we should allow MORE funds and people to move across borders without restriction.
