The people that goes there are people that already have been punished in regular prisons.
Once they did their sentence they can be retained because of the threat they are to society. Hence this is no longer a punishment, just a necessary measure for the protection of society. It's natural they are not treated like people that are punished anymore, since they already had their punishment.
We have the same system in Switzerland, except our prisons are not as nice.
