Not personally, no. A Secretary of State isn't going to have the time to handle the security posture and force protection for a specific embassy or consulate.
However, the request was denied within the State Department chain and because she was the head of it, the buck stops with her.

This was brought up in the hearing and the congress did say they understood she may not have the time for every issue, but she should of been more focused on a hot zone like Benghazi.
