Are they African countries ethnically diverse because they consider every tribe a separate ethnicity? Meanwhile the Western countries aren't because they don't distinguish all of the weird subgroups (or normal groups for that matter) and lump them as white/European?

There is difference between a country being diverse from gaining territories where ethnicities still live mostly on their historical land (continental empires - Russia) and a country being diverse as a result of immigration from former satellites (colonial empires - England, France). In this light, Russia is very diverse but not in a bad way.

So how's the "ethnic diversity" counted, what's the 1 unit for it? Does a German and a Pole count as ethnic difference or does an Arab and German count as it?
Or does it not?
