Because at this point they have no idea on his goals. Or what he really wants to do. So him not speaking he can just be generic evil guy who wants to kill everything with no real reason or goal.

Just like everything in the last couple of seasons. The writers are running into walls with their characters and don't know what to do. Littlefinger may as well have been killed off screen and Vary's is no longer even a player in the scheme of things anymore.
