I'm usually against the War Against Drugs, but Philippines is the exception. The drug dealers in the Philippines are corrupt, murderous thieves with no sense of control or constraint. They are the Cartel but without the organization or forethought to maintain at least form of civilization. At least the Mafia knows to limit violence and maintain communities, the drug dealers in the Philippines couldn't care less how many die, how much they set their society back, or how their reputation hinders any improvement by foreign investors.
Davao City is now one of the most safest and economically well-off cities when it previously was one of the most stagnant and crime-infested areas in the country. Duterte showed that the State can actually do something about the problem, it may not be civilized, but the Philippines was never civilized in the first place. China is superior to India, despite India being a democracy: they get results because they don't pretend to be a developed country. They know the people are too uneducated to form sound legislation.

The American government supported Marital Law in the Philippines, which literally sent the country back decades due to the accumulated debt caused by Marcos' corrupt spending policies.
