Depends on what you mean by repressive, they are socialist - and have MINIMAL concepts of private property (their Constitution specifies some personal goods and "kitchen gardens", but nothing beyond that). If you mean via rights, they have different rights, and view them differently, than the US does.

I've had a few friends who've been, and they all say the same thing.
It's beautiful, but its depressing as shit.
The people there don't act like slaves, and some of them will even challenge local authorities, but you can feel the melancholy in the air.

It's not hard to get a permit to visit, you just need a reason to visit. There will be a handler assigned to you so you don't start fucking shit up in their cities, but they'll pretty much give you a tour.
