The real story here is why did they get rid of their gov't issue phones and replace them with Russian ones.
"security" seems like a bullshit reason. Why would you use Russian phones instead of your secure blackberry? I think they were doing something shady and they didn't want to take their U.S. gov't phones with them, less something incriminating inadvertently get recorded on them.
