It says regime forces withdrew, and rebels took the town after sunset, following their capture of Souran.
Rebels themselves aren't claiming Maardas yet. Wikimapia shows two army bases, an industrial area and a hill south of it, I don't think any of those are taken even if they took the village/town itself.
