Technically, Algeria used to be French clay since 1830 until 1962. Arabs were brought over mostly after ww2 as guest workers but never left.

I think things were a litlle more nuanced, I suspect guest workers were expected to go back after a while but chose to stay. They were just too many, their numbers exceeded our ability to handle their assimilation.
As for the ghettos, keep in mind a lot of people were still living in shantytown well into the 50s. The cite ouvrieres of the 60s, as poorly planned as they were, were a response to a social emergency. They were never specifically designed to house immigrants.
