Housing the homeless is not an attractive investment. The only thing that would make it appealing is if the homeless caused enough problems for the actually working members of society, but in that case it is far cheaper and correct to imprison them rather than house them.

Besides there is plenty of temporary housing assistance for the homeless already till they get jobs and those who cannot work get welfare.
