Bunch of reasons. Different grade levels wear different color hats. Japanese kids also travel pretty long distances by their selves to get to school. So there's a lot of walking in urban areas and the high visibility keeps them from getting mowed down. I'm not a subhuman english teacher btw.

Personally, my after school time was:
elementary school: Just played video games with my friends or did dodgeball in a park
junior high school: belonged to soft tennis club and went to after school to study
high school: I did not belong to any school club. occasionally I went to Karaoke with my school mates or went to after school for entry test for uni.
China has horrible school life but okay work life, Korea had horrible school life and horrible work life. I used to live in Taiwan and the work life is very bad but the South Korean employees thought it was more “relaxed” than their home country wtf.
