Obama is giving up ICANN, which is the organization that keeps all ip's and domains, and has the root file of the internet. ICANN currently operates under US law which means free speech is currently protected on the internet.
>What does this mean?
When Obama gives away the internet on October first, ICANN will allow countries, people, corporations, or basically anyone to buy stakes. These stakes give them power over the internet, for example Mohammed could buy out a stake and decide they want to censor anything with insulting Islam. From then on, anti-islamic speech would be banned on the internet, even in the US.

One of the first sites they will go for is Sup Forums, specifically Sup Forums and Sup Forums. If Mohammed or Schlomo doesn't want you to see something, you won't see it.

icann is responsible for two things, the DNS system and high level IP space addressing
with the DNS system, they really only manage the very top of it. they deal with the root name servers, those things just basically go "hey i don't have what you're looking for, but you can get closer by talking to this computer". the root name servers hand clients off to regional name servers, those may hand off a bit more, and in the end you get a definitive answer to your dns query. the root name server file is internic.net/zones/root.zone
they can't disrupt the DNS system at all, as they can't specifically reject or block the use of individual domain names. in this sense, they can't "censor" the internet.
with high level space addressing, they just break the space of ip addresses (for ipv4 and ipv6) into huge chunks, and hand control of those chunks over to regional internet registries (APNIC for asia, ARIN for the US and canada, etc) which then divide them further, before handing them down to individual ISPs and eventually individual users
again, just with the DNS system, they only have extremely high level control and they can't block individual IP addresses or anything like that
