Actually, when you look at what he's outlining it's not too far into left field. If you look at it strategically, ISIS would very much benefit from a multi-city attack which would shake the core of Europe, politically speaking. It would fracture the EU against immigration and revive nationalist ideals since the people would be faced with recognizing cultural value differences. It would create a societal backlash against Muslims which, along with the rise in nationalism, would motivate those in Europe to radicalize. ISIS would receive more pressure, but much more support too. If Europe goes full nationalist spirit, then it could very well sever ties, in effect, with islamist countries and they could shift towards a more pro-ISIS stance. This would further give the caliphate legitimacy and countries such as the US and Russia would further have to fight to stamp it out. The question is if those two countries could find a bond over their common enemy. If not, it would likely lead to greater conflict, if so then a new western stability could emerge. The thing as well is how world radicalization would affect Asia, particularly India and Pakistan+China. India is now largely aligned with the west and China is working with Pakistan, if this boiled over into that region then either India or Pakistan could start a conflict. This would end rather quickly as India would steamroll Pakistan, but if China were to get involved, then we have WW3 on our hands.
