the next part (with the lights in his mouth) seems to be hinting at the deeper nature of It and it's right after you first see the lair so I guess it's meant to be something like that--the book gets a lot more high concept with what It really is and I was kinda sad the movie didn't go deeper with that

Penny captures the girl and is trying to frighten/fuck with her to make her scared so he can eat her. He was desperate at that point because the kids weren't really scared anymore.

There's some Beetlejuice in there, too, and it works, especially when the audience gets the reveal that he only works if the target is afraid.
He does do the same thing though. He transforms into the fears of the children of the Loser's Club. Those fears were just adapted to a more modern audience. Also, book Pennywise is described as a worn looking clown in a silver clown suit with a lazy eye

I just saw it and, yea, this part was kinda awkward.
However, I would in no way say that the movie was bad. It could have done some things better (CGI when pennywise comes out of the projector wasn't really scary), but it had some legit unnerving parts.
Pennywise actually feels threatening now, instead of just some weird psycopath that'll kill you after a bad comedy bit.
In the end, seeing kids being killed unnerves me, and I was unnerved during the movie.
Pretty fucking solid/10.
Time constraints maybe? I mean, he tried to make a "deal" with the kids as a last resort and he would take his sweet time torturing them unil they were afraid of him to eat their souls, he probably put her there as both bait and so he could come back later
