Except all of these stats should be 10 because in most RPGs using this system 10 is average and individuals have varying stats, race only grants buffs to certain stats rather than determining them.

You have to be willing to admit that Anglos tend towards aloofness, awkwardness and are often seen as being cold. These are not the characteristics/traits that you would typically associate with someone who was very charismatic.
