I was alive in the 80s and he was just as unfunny then as he is now. Sam Kinison and Dennis Leary were unfunny as well but they had the charisma and stage presence to win over the audience. Hicks was just an unlikable douchebag who's contempt for his own audience was readily apparent.

Hick's stand up doesn't hold up today, mainly because it's so political but also because we're become desentized to the way he used to talk.
You have to understand that in 80's southern states talking blatantly against the status quo and preaching (most of the time it was just preaching) wasn't something people were doing. Hicks set a completely new standard for performers. I respect him for his courage to do material he knew wasn't going to be accepted. Many artists come out saying "if you're not liking our show, we don't care". Hicks truly did not have a fuck to give.
