No. Georgie is still scared of the clown, and he's not enticed to enter the sewer. He just wants his boat back and is humoring the clown in hopes that he'll be given it back without harm.

Georgie was never scared by Pennywise because George had a special thing that only some kids have. When that happens Pennywise eats them right away, that enables him to create a minion.
In the movie he has a witch minion and a zombie minion.
Then he finds Bev who is also not afraid of him and he wants to do research on her in his sewer laboratory.

Georgie was never afraid, and that puzzles Pennywise. He can never understands why some kids like Bev are not afraid.

Georgie was to prime the town. Him and other victims like a Betty Ripson and Patrick Hockstetter are basically just tasty snacks for Pennywise. The *real* fear IT feeds off of is the collective anxiety of the town. Even as fucked up as Derry is, most parents do still love their kids and fear for them.

What we can control is how we react to fear. To some, it empowers them, others it makes them flee, to a sad lot it just leaves them powerless and motionless. This scene makes sense once you've seen the context for it. It's not really meant to be scary.

In this movie some of the kids have a power that Pennywise doesn't wrap his mind around. When he consumes such children he is able to make a minion, he has two in the movie a witch minion and a zombie minion.
He kidnaps Beverly when he discovers she also has this gift of not being afraid of him, and he wants to do research on her.

It's the closest thing he has to a preferred form, he's used it to lure kids but also it's been how he's appeared during many of Derry's worst past events (the book goes into this in detail; in the movie there's just that etching)

In the books it became a clown after the circus went to town and some fire killed a lot of the town.

And that's why you're not directing films.
