given the information he has it's obvious he would come to the conclusion that those that handled the dragons were valyrians but outside of it looking at the story overall it's easiest to assume they were descendants of the great empire of the dawn.

oddly enough daenerys has visions of the various coloured eyed rulers of the great empire of the dawn. can't remember if she was viewing them as her ancestors but thats what most people have assumed. magical folk who lived for hundreds of years and practiced all kinds of magic.
