Tarly for both, he's canonically the best commander in Westeros. Tywin is a great political schemer, but as a battlefield commander he's kind of shit. He lost 3 times to a 16-year old boy, and the only reason Robb didn't capture him during the war is that Edmure fucked up.

tywin wasn't really a fighter himself, but a leader and a politician

Like I said, he's an excellent schemer. He didn't win those wars because he was a brilliant commander. Duskendale, Robert's Rebellion, Greyjoy Rebellion, War of Five Kings....every time he won because he was on the side of the guys with the biggest army, or moved himself to that side.

Tywin isn't magic, he extinguishes bloodlines because he's got overwhelming numbers and money on his side. The Westerlands are the second-most populous part of Westeros and they're by far the richest.
