They are more careful about pissing off their citizens and they want to keep their country nice.
Think of it this way: if you're a dictator, you've got your country for life. Perhaps some day you will pass it on to your son. Like an old 1969 Chevy Corvette, you keep it looking nice and running well and some day your son will have it, and he'll pass it on etc etc.
Compare this to democracy, where you have someone leasing a used car. They don't give a shit. They will trash that fucking thing, put on tons of mileage, not change the oil a single fucking time, etc. Because at the end of the day, what's the worst that will happen?
If a dictator fucks up his country bad, his people will kill him, he will be vilified, and the country that he loves will be trashed beyond repair.
If a democratically elected official fucks up, they literally do not give a single flying fuck, because they only had it for 4/8/10/etc years or so, it will not be passed down to their family or close friends, and they still get a pension after they retire regardless if they did good or bad.
It's like communism, ironically. What motivation do you have to be a harder worker than the guy next to you if you get paid the same anyways?

There is no such thing as a "benevolent" government in general. All governments are designed to steal from their citizens and promote nothing but their own power. Any benefits handed down in the process to the People are just a by-product of the meatgrinder.
Julius Caesar begs to differ. There's a reason he was beloved by the plebs. The primary issue with benevolent dictatorships is they outlive their benevolence and you invariably just end up with a regular old dictatorship.

It really depends on the nature of said dictator, as well as the political structure. Is it an absolute monarchy? A totalitarian communist dictatorship? A fascist state?
