Depends on which elements shine through. If the writing is carrying otherwise bland directing and mediocre acting, then obviously the writers. A well-shot movie can sometimes distract from less than stellar writing. An editor is the unsung talent behind the scenes who keeps things runnings. Actors are only as important as the casting agents who decide who fits which roles best. But actors like Gyllenhal or Phoenix can certainly elevate a roll and make it more magnetic. Still, writers provide the raw stuff and the director provides the glue. I'd say they're equally important, followed by the other two.

I'd say director or writer. And cinematographer should be on the list.

Wouldn't it depend on the film's direction? For example, Brad Pitt in fight club made the film not the director. The directors of most of the comic book movies usually make the movie since the heroes are more household names than the sctors

The Director can add his own interpretations to an otherwise shitty script. The director can direct even the shittiest of actors to be good (see child actors as an example), and the director can direct the editing itself.

bad actors can sometimes weigh down good writing but even then with good directing you can still appreciate the script

and actors who work off good dialogue have a very easier job

but if the director isn't on the same page as the writer, the film is fucked

If the film is good, ultimately the Director, as not just a role in the filmmaking process but boss and general overseer of production. As part of the process they all deserve credit, but for the aforementioned reason Director deserves a lion's share.
