That is not a real FBI warning. It is called ransomware. You can buy it on various hacking sites. Usually costs anywhere from a few hundred euros right up to thousands depending on how advanced it is.
It basically masquerades as a FBI/governemnt warning saying that you have been going to CP sites or downloading pirated material etc. and that you are being fined for doing so. It will lock you out of your computer and files until you put in a paysafecard voucher and pay the hacker who is sent the code when you put it in.
These things often use the same unlock code all the time so you can google for the ransomware you have and you might find a site that tells you what the code is to put in and unlock your computer. Otherwise you gotta boot into safe mode or something and remvoe it with anti-virus software.

2.use a backup your pc has of the last time it was clear of the virus, a "save" of your pc 1-2 days before
3. restart pc and voila
