That's how it is here really, especially lately. A few weeks ago, I was driving home from class. Within thirty minutes of the rain starting, the roads were flooded, not fifteen minutes later, it's barely wet.
I remember when tropical storm Allison went through probably twelve or so years ago, my neighborhood was flooded with several feet high water for a week. My neighbors were ferrying people around on fanboats.
