No, technically, characters like Grievous appeared in the clone wars micro series first.
Yes, they were developed for the film, but you shouldn't ignore Boba because there was literally no "officially canon 100% for sure" stance to even use when it came to anything before 7.

Supposedly it was the reshoots that canned it, and since none of us are in Lucasfilm, we can't say with any certainty if it will happen in the future.

I think the thing is that the 4-part comic was meant to be an adaptation of the film, so obviously a reshoot prevented that from happening on time. It could still happen (TFA's comic adaptation didn't release until June this year).
As for the one-shot, I can't think of a good reason as to why they cancelled it. Maybe they were worried that they'd have to delay the film and didn't want to commission the work that early if so?

If the reshoots introduced significant changes, maybe they can redraw some things and publish it later.
It's just weird that they are publishing tons of promotional material, book adaptations and a prequel book, but nothing in comic form. I'm currently reading Catalyst and I'd love some comics with it too, as I'm pretty hyped for Rogue One because it rekindled my interest in Star Wars again in the first place
