You obviously haven't studied the themes and overall message of the movie then, because Smokey being over the line matters a hell of a lot. Either Smokey was not over the line and a victim of unjust regression, "this aggression will not stand". Or he was over the line, if this is the case however it raises a lot more questions that I won't bore you with. So yes it matters, it matters a lot.

By the way, does anyone else think that Smokey and the The Dude were probably good friends? They're both old hippies, The Dude knows about Smokey's emotional problems, and he puts a lot of effort into defending him. There's also this moment after Walter pulls the gun out where Smokey turns to The Dude and says "Look, Dude, this is your partner," like he's disappointed he would be hanging out with a guy like Walter.

We never see him roll, tough. That frame is from when he was already walking back from the lane; he could have moved his foot in the meantime, or his right foot could have been the one over the line.

Walter would definitely lie to give his team an advantage, I doubt Smokey did anything wrong.

that is the first scene the viewer is allowed to see of smokey's toe. The director could have told the actor to put his toe over the line instead of behind it. Instead we are shown the toe clearly behind the line.

Walter took his pent up aggression over his ex wife and out on Smokey who didn't deserve it even though his toe slipped over and it was a league game. Pulling a piece out on the lanes while lecturing about the rules is clearly hypocritical and an illogical, emotional based reaction to some deeper issue. Stepping over the line was the straw that broke the camels back

probably not, but either way it doesn't really matter as walter is using the supposed slip up as an excuse to change the subject, as he does numerous times throughout the movie. his inability to face reality is one of the central themes.

They didn't show the actual incident, though, and that had to be on purpose. At best, it's probably supposed to be ambiguous.

At one point, you can hear The Dude listening to messages from Smokey and the league office. Smokey told the league about it and the league said they would look into it. My guess is that Walter found a way to get out of the punishment somehow, maybe by proving that Smokey had been over the line somehow. Or maybe he got them to drop it in exchange for avoiding a discrimination lawsuit over scheduling games on shabbos.
