It's true in most types of shows. Designers generally push abstraction and cartoony shit more for male characters more than they do female ones.

Because when you see an animal with no clear you tend to assume it's male until you see its genitals. Since that can't be shown they add human sexual characteristics, either secondary (bodyshape, voice) or tertiary (stereotypical behavior or clothing).

The rule of thumb in animation to tell male apart from female:

Non-human characters are only sexy is human elements are projected onto them, even if it's just a voice or eyelashes. They have to be anthropomorphized to some degree.

Because with women characters, the designers feel the need to make them look "perfect" and delicate or whatever. If a single thing is off, like the nose being too big or the eyes being too far apart or whatever, then she's no longer attractive to the average guy, apparently. It's why you have super varied male designs (lots of beast-like designs with exaggerated shapes) while most girl designs look very close to an average human woman in terms of face, body, or both. The guy characters are allowed to look gross, imperfect, etc for whatever reason, but if the girl character is, then it makes people uncomfortable because they're not used to seeing women like that.

So...Again, the answer is sex appeal and catering to the widest audience.

But my point is that it's annoying that these designers think every single girl character HAS to be attractive in some way. There are tons and tons and tons of guy characters who were designed without sex appeal in mind - Like you just said, how we see fat potato shaped bald guys. I just wish there were more girl characters designed without sex appeal in mind, especially if it has nothing to do with their character. I like sexy women and all, but the scales need to be evened out.

in the case of Callie, she's not supposed to be just a bombshell but she's still very traditionally beautiful because she fulfills the classic damsel in distress role which is iconic of the genre Swat Kats renders homage to.

Even then she's quite a well-rounded character by being an uncompromising politician and playing a key role in a lot of plots.

They tried that and it tanked.

When using video games as a reference, bare in mind that most characters the hero is going to fight against. So having a protagonist (who is more often than not male thanks to target audience) wailing on a girl is a prospect usually shied away from. Heck, even if the protagonist is a girl, the developers are probably going to be accused of only including girl-on-girl violence for "catfight" fetishism.
