Very tough to fix without immigration. I'd say open up some immigration, but ensure that it's only for young people with university degrees and an interest in working, and do a check up in a year or two to ensure they have learned Japanese and are employed. Of course that's assuming you want to deal with the issue, you could just suck it up and deal with the aging population, preserving the culture might be more important.

I thought Japan was doing pretty well on this front? They excel in the technology area and while I don't think there's a ton of growth, it's not like things are collapsing either.
3- NEET culture
Offer guaranteed jobs to high school graduates in some menial but easy area like janitoring. Encourage growth in labor jobs like farming as well. This might better the economy and the appeal of money and lack of difficulty or social know-how in job searching could help (and also a group of lower income people could actually help increase the birth rate since there is a negative correlation with wealth (though NEETs working in labor probably aren't going to have too many women lining up)).
4- The military
Focus more on self-defense. Improve the navy to protect the coastline, and make sure there's a good anti-ballistics system. No need to rely heavily on infantry and airforce when you're such a small nation.
5- China threat
Does China pose a serious threat militarily or anything? I don't know about economically but I guess diplomacy and trade?

Investigate retirement checks. It's a known fact that dead Japanese are not registered as deceased because of free retirement money. I invest heavily in military, basically helps with 2-5. I like all your points except 2. Japan would have to drop corporate tax so low and factories will have to lower income for workers to EXTREMELY LOW levels (lower pay than floor sweepers' income in Japan) in order to be competitive at all.

In addition there are immediate concerns for Japanese high-tech sectors of manufacturing. Specifically South Korea. Samsung and LG in the last 2 decades literally assraped Japanese electronics (Examples: SONY is now downsizing and only breaking even through Playstation, Panasonic and Toshiba is dead, etc) and nobody is buying Japanese electronics because Korea can make them cheaper, and in the more recent years, better. In addition, South Korean Shipping industry is a monolith and it stole all recent contracts because South Korean production cost is cheaper while they have equal technical expertise in ship building. Finally, they are catching up in the automotive industry.

Future concerns: China will get the torch and larger than SK and Japan combined

In conclusion, Japan's economy is stuck in an uneasy place; tech is good, but not good enough to compete with cheaper neighbors that have equal or better technology. However, Japan cannot compete with mid-low industry because of China.

Explosive growth in 1950-80's significantly burned out Japan's economic steam and it needs a new direction. Japan's only hope is huge innovation in tech or huge shift to services.
