That actually makes a lot of sense. I think he got a lot of ideas from his life experiences, especially the war, but I hate those people who think the story is an allegory for real world events, rather than an attempt to strike at more universal themes in the Western mythos.

The shire was based off Malvern Hills in England. However the hobbits themselves seem more Irish.
I never knew that, I never really learned much about Tolkien's life or personality at all really. Reading that was a poignant realization for me, that Merry and Pippen were tributes to his dead friends, except in his tale, they get to live and return to their peaceful, innocent world as heroes, like old Bilbo before them.
