Context: Many government grants require a "social" component in order to be funded. Often times, this results in a scramble to find some kind of bullshit that will pass muster and tack it on to an otherwise decent grant. ELSI is the US system for this stuff. The scientists literally can't submit the grant without some social sciences project attached.
