The only reason CT can afford to be a giant suburb, is that its within driving distance of NYC and Boston, and it has some pretty sweet military installations that deal with Helicopters and submarines. If you want to see how an island with four million people will do if it doesn't have two massive awesome cities right next to it, alongside a military production and training base, look at Puerto Rico.
