Each state is in charge of their own ballots. Alot of the states in question are run by Republicans. This wouldn't work. Maybe if the ballots were controlled by a centralized power it would be possible.

Except that is how it works. Most states have laws regarding time frames for when you need to put your name in the ballot. Because most of the ballot applications are closed by each state laws, there's no one else who can go on the ballot for those states.
