Only an adaption of Fallout 1.
It is the most straightforward in terms of plot, characters and motivations. Any other game in the series is built upon every previous game, so unless you want a Star Wars opening crawl explaining who the NCR is, what Supermutants are or how/why the Enclave/Legion does its thing, then you need to go back to formula.

NCR is people trying to rebuild society based off of the previously existing one, obviously. Super mutants are big mutated people for one reason or another, obviously. Enclave is old wealth, obviously. Legion is a bunch of LARPing bandits that god powerful, obviously. All of these things are obvious with appearances. If any of it's untrue, it doesn't matter because that's wussy nerd shit. If something needs a wall of text or miniseries to be explained before you can have people shooting at each other, it's not worth it. Just let them shoot at each other, that's what we all want to see.

I've actually thought about this before. Don't make it a movie. Make it a TV series with a static number of seasons. It would be about the formation of society as we know it in New Vegas. The technical timeline of events may have to be tampered with but it would be worthwhile.

First season is the growing organization among the desert rangers as their enemies in the wasteland get stronger. Also covers the beginning of Joshua Graham's mormon mission. The season ends with the NCR first becming interested in territory in New Vegas, our first introduction to Mr. House, and the capturing of Graham, Calhoun, and Sallow.

Second season shows Sallow's development into Caesar. The desert rangers fall to the growing threat of the Great Khans. The NCR begins to move into Nevada territory. Mr. House begins to recondition barbaric tribes into the three families. Season ends with the Desert Ranger Unification, the establishment of the three families, the NCR taking control of the Hoover Dam, and Caesar setting his sights on the Hoover Dam.

Third season essentially builds everyone and everything up to the first battle at Hoover Dam. Season ends with the set up for the events of New Vegas.

Fourth season covers the political changes in the Mojave and the shifts in power that occur in the wake of the first battle at hoover dam. Mr. House begins to set his plans in motion for the eradication of the NCR and legion. This season introduces the lone wanderer and his early travels.

The fifth and final season will cover the lone wanderer's dealings between the NCR, legion, Great Khans, Mr. House, and other forces that are vying for control. It obviously ends with the battle at Hoover Dam but I have no idea who should win.

That's time we could be working on the characters, being used to explain 140 years of history and motivations.
