Haven't heard it being that much, but yeah you can work and earn a minimum wage in Finnish prisons by doing inmate jobs. However many of the worst prisoners just say "Fuck it!" once they learn that the money they earn there will be deducted to pay for any debt they accumulated towards the victims of the crime or other unpaid bills. Many just don't pay due to a change in law recently that removed the possibility for judges giving prison terms to people who defaulted on outstanding debt or unpaid fines. Socialist government considered it was a law that favored the well off over the poor because they could always pay their fines (which is a weird excuse considering fines a levied proportionate to your income).
It's always amazing to me how denied asylum seekers are allowed to stay in the country.
