He was smarter than the average gangbanger on the streets, but not smart enough to make it in the business world. He was in the uncomfortable lukewarm spot that made him vulnerable to both sides.

It wasn't that he was stupid, he just didn't know the rules of the game and they don't teach those in community college. Most of the politicians grew up to be politicians, same with cops growing up to be cops. A lot of non-verbal rules beign there he didn't get. Marlo on the other hand was a natural business man doing hostile takeovers, deligating, making contacts etc who was able to pick up new rules until he enough to not depend on you anymore.
